Not something I know a lot about so would be interesting to know the reasons.Councils hate any form non pcness so pointing out that you are being treated differently form another person should hold you in good stead.

So what's the problem, you still pay council tax as you have a permanent home, the post office could give you an adress etc.I'm 31 and stuck at my parents house, simply because affording my own place isn't possible in todays market. A kit house/timber frame house is one option, but is equally if not more pricey than buying a tiny flat. You still pay a leccy bill, you could still pay all the relevant fees, plus you'd have a mortgage which the gorvernment gets it share of (grrr).
